Terms of Use

These Terms govern youthtownhall.org and Youth Town Hall pages (the “Service”), operated by End Point Corporation (“End Point,” “we,” “us,” or “our”). You must accept these Terms before submitting a question or accessing campaign curation tools. Campaign use of free Priming Mode is governed by these Terms, including Section 2.
The Campaign Agreement applies when separately accepted by End Point and the campaign. It then controls the campaign’s purchase and operation of its Hall and prevails over these Terms if they conflict. Using Priming Mode alone does not constitute acceptance of the Campaign Agreement or create an obligation to purchase a public Hall.
1. Who may submit questions
Anyone may read a public Hall. You may submit a question only if you are between 18 and 35 years old, live in the United States and in the district served by the Hall, can legally agree to these Terms, and provide truthful information.
The Service checks whether the information you provide is consistent with the district. It does not verify your identity, residence, age, voter registration, or eligibility to vote.
These age and district requirements apply to participant question submissions, including submissions in Priming Mode. They do not restrict who may serve as an authorized campaign user.
2. Campaign access and Priming Mode
2.1 Campaign authority and access
For campaign use, “Campaign” means the campaign committee or other legal entity identified when campaign access is activated. A person accepting these Terms on behalf of Campaign represents that they are authorized to bind Campaign. Each person using campaign curation tools must be authorized by Campaign and must comply with these Terms. Campaign is responsible for its authorized users and for protecting its credentials and private access links.
2.2 Free evaluation
Priming Mode is free and is provided for evaluation purposes only. Evaluation includes testing the Service and preparing a Hall for possible future public launch. Campaign may set up its Hall, invite eligible participants to submit questions through restricted access, review and curate questions, enter questions received elsewhere, record or upload candidate remarks and answers, and use the available preparation and export tools.
These activities do not obligate Campaign to purchase a Hall or make it public. No publication fee or hosting fee is charged merely for using Priming Mode. If End Point offers Priming Mode for a race, it will offer it on the same material terms to every candidate in that race.
2.3 Restricted access before launch
During Priming Mode, the Hall is not publicly listed and access is restricted through a password or private link. Campaign may share that access with people it invites to help evaluate the Service or submit eligible questions. Priming Mode access is limited to this evaluation and preparation; public launch requires the separate agreement and payment described in Section 2.5.
End Point will not make candidate videos or answers publicly viewable through the Service before Campaign authorizes public launch under Section 2.5. People given access may be able to copy or share material they can view, so Campaign should distribute credentials and private links accordingly. Participant submissions remain subject to the Privacy Policy, Content Policy, and the rights and removal choices in these Terms.
2.4 Campaign material
Campaign retains ownership of material it owns and provides or creates for its Hall, including candidate videos, captions, transcripts, graphics, campaign marks, and campaign-entered questions. Campaign grants End Point a non-exclusive, worldwide, royalty-free license to host, reproduce, process, format, caption, transcribe, and display that material to authorized users and invited participants, and to use it as reasonably needed to provide, support, export, and remove the evaluation Hall. This permission extends to service providers acting for End Point for those purposes. It does not authorize public launch without Campaign’s approval under Section 2.5. Participant-submitted questions are governed by Section 5.
Campaign represents that it owns or has obtained the rights and permissions needed for those uses. Campaign and its authorized users must comply with the Content Policy and applicable law, including rules that apply to campaign activity. Campaign is responsible for its material and the candidate’s statements. End Point does not endorse Campaign or Candidate.
2.5 Public launch and ending evaluation
Public launch requires a separately accepted Campaign Agreement, payment of the applicable publication fee, and Campaign’s direction to launch. Campaign may carry forward material and participant submissions prepared during Priming Mode into its paid Hall, subject to the Campaign Agreement, these Terms, and applicable privacy and content rules. Paying a fee does not automatically publish the Hall.
Campaign may stop evaluating the Service at any time without owing a fee and may request removal of its evaluation Hall by emailing support@youthtownhall.org. Campaign may keep copies it lawfully downloaded, subject to the applicable rights and restrictions in these Terms. End Point’s rights to change the Service or restrict or suspend access under Section 8 also apply to Priming Mode. Evaluation access does not guarantee continued free hosting or future public launch.
3. Privacy and content rules
The Privacy Policy (https://youthtownhall.org/privacy) explains how End Point handles information. The Content Policy (https://youthtownhall.org/policy) explains what may be submitted or published, how campaigns curate questions, and how reports and removal requests work. You agree to follow the Content Policy. These policies apply during Priming Mode as well as after public launch.
4. Questions and answers
The campaign decides which questions the candidate will answer, if any. The candidate controls each answer. Neither the campaign nor End Point may edit, trim, or rewrite a participant-submitted question for display in the Hall; a question selected for display appears as submitted or not at all. Use of question text outside the Hall is governed by Section 5.
Questions received by a campaign elsewhere may appear in a separate, clearly labeled section. Candidate answers and other campaign material are the campaign’s speech, not End Point’s. We do not endorse any candidate.
Submitting a question does not promise that it will be selected, published, or answered.
5. Your question
You keep ownership of your question.
When you submit it, you give End Point a non-exclusive, worldwide, royalty-free license to review, host, format, publish, display, distribute, archive, quote, and otherwise use the question as reasonably needed to operate the Service and the relevant Hall. This includes letting the campaign and candidate review and respond to it.
You also allow End Point to give the relevant campaign a non-exclusive, worldwide, royalty-free license to reproduce, quote, excerpt, adapt, publish, distribute, display, respond to, and otherwise use the question text for lawful campaign purposes, in any medium, during or after the Hall.
The campaign’s license covers question text only. It does not allow the campaign to use or disclose your name with the question outside the Hall, and it gives the campaign no right to your email address or other contact information.
You promise that you wrote the question or have the rights needed to submit it, and that submitting it does not violate another person’s rights or the law. The license in the question text continues after anonymization, removal, or the end of these Terms to the extent the law allows.
6. Your name and removal choices
You may submit with the limited display name offered by the Service or as Anonymous. If a question is published, its permitted name and locality become public and may be copied or indexed by others.
You may permanently change your attribution to Anonymous at any time. The question and any answer ordinarily remain. You may also request removal under the Content Policy. Removing information from End Point’s systems does not erase copies already made by others.
7. Use the Service fairly
Do not use the Service to break the law or the Content Policy; submit questions through bots or scripts; interfere with the Service or its security; introduce harmful code; or misuse another person’s identity, credentials, or private access link.
The Service shows a participant only as a limited display name or as Anonymous, with a locality, beside the question. It does not make participant account, verification, or contact information available to campaigns or the public. Do not attempt to obtain that information, and do not use what the Service does show to identify, locate, profile, or contact a participant, or to build voter, donor, fundraising, or outreach lists. These rules do not prohibit lawful campaign use of question text under Section 5.
8. Service ownership and legal limits
End Point may change the Service and may reject or remove content, restrict access, or suspend use when reasonably needed to apply these Terms or the Content Policy, protect people or the Service, address a technical or security problem, or comply with law. These rights apply during Priming Mode. Once a Campaign Agreement applies, End Point’s exercise of these rights with respect to the campaign’s paid Hall is subject to that agreement.
End Point and its licensors own the Service, including its software, design, documentation, and branding. These Terms do not give you any ownership interest in the Service. Participant questions, campaign material, and other third-party material remain the property of their owners.
To the fullest extent the law permits, the Service is provided “as is” and “as available.” End Point does not promise that it will always be available, secure, or error-free, or that candidate statements or other third-party material will be accurate or complete. The Service is not legal, election, voting, tax, or other professional advice.
To the fullest extent the law permits, End Point and its officers, employees, contractors, and agents are not liable for indirect, incidental, special, punitive, or consequential damages, or for lost profits, revenue, goodwill, data, or opportunity. End Point’s total liability arising from the Service or these Terms will not exceed $100. These limits do not apply where the law does not allow them. For matters governed by a Campaign Agreement, that agreement’s liability provisions control.
9. Changes, law, and contact
End Point may update these Terms as the Service or law changes. A change will not retroactively expand the license to an earlier question or the use of information already collected without any consent required by law. Updated Terms apply to later use and later submissions. Changes to these Terms do not amend a Campaign Agreement except as that agreement permits.
New York law governs these Terms. Unless applicable law requires otherwise, disputes must be brought in a state court in Rockland County, New York, or the United States District Court for the Southern District of New York.
Subject to any applicable Campaign Agreement, these Terms, the Privacy Policy, and the Content Policy are the entire agreement between you and End Point about your use of the Service, including participant use and campaign use of Priming Mode. If one part is unenforceable, the rest remains in effect.
